"In 1994, the INS [Immigration and Naturalization Service] developed the first detailed national estimates of the unauthorized immigrant population residing in the United States. Those estimates indicated that the unauthorized resident population was 3.4 million as of October 1992, and that the population was growing at an average annual rate of 300,000. Updated figures for October 1996, released in February 1997, estimated the total population to be 5.0 million and growing at an average annual rate of 275,000."
